The Atomic question — the decision that gates the legacy stack

◆ Decide first: approve the Atomic → GCP migration (decision gate SOC-163)

In Linear this is decision gate SOC-163 feeding the migration epic SOC-174. Alpana's default for the legacy stack is live-with + compensating controls + a documented sunset date, which only holds once the cutover is confirmed.
